ABOUT THE CENTER
Established in December 2021, the Center for the Advancement of Teaching and Learning is the institution which facilitates and supports the development and utilization educational technology in the university. The center, having roots from the Interactive Learning Center (ILC), advocates advancement of the teaching and learning experience through various interactive activities and technologies.
CATL shall serve as a hub for improving student-centered higher education academic practices in the University and shall perform the following functions:
- Lead in the development and management of knowledge products and appropriate instructional materials that adapt to changing educational environments, including but not limited to facilitation of expert vetting of course materials and syllabi
- Guide the adoption and improvement of educational technologies aligned with flexible modes of delivery;
- Implement short courses and training programs on relevant and innovative teaching pedagogies and assessments that harness research and all available resources toward independent learning, including the Seminar on Teaching
- Conduct research related to the improvement of teaching and learning
- Provide services and support for the design and assessment of appropriate instructional methods and materials, including student and peer evaluations of the University
- Recommend policies, standards, and guidelines toward the improvement of instructional delivery in the University
- Perform such other functions as the Chancellor or other University authorities may assign.
THE CENTER FOR THE ADVANCEMENT OF TEACHING & LEARNING TEAM
The UPLB Center for the Advancement of Teaching and Learning envisions itself as a dynamic center that champions the advancement of scholarly teaching and inclusive, student-centered learning environments through the development, integration, and management of appropriate educational technologies and multimedia services, and effective implementation of innovative and meaningful pedagogy.
Initially established as the Interactive Learning Center (ILC) last 26 January 2005, the center was reorganized and now recognized as the Center for the Advancement of Teaching and Learning to further support and develop the growing needs of the university in its vision to achieve teaching and learning excellence.
The Center is lead by the CATL Director and is under the supervision of the UPLB Office of the Vice-Chancellor for Academic Affairs.
The Director
Dr Edmund Centeno is the current director of the Interactive Learning Center.
He is currently affiliated at three UP campuses namely UP Los Baños, UP Diliman, and UP Open University. In UPLB, he is an Associate Professor at the Department of Educational Communication (DEC), College of Development Communication (CDC). He serves UP Diliman’s College of Education as an Affiliate Professor and handles courses at UP Open University under the Faculty of Information and Communication Studies.
He obtained his undergraduate and master’s degree in Development Communication both from CDC as well. He finished his PhD in Educational Communication and Technology from Katsetsart University, Bangkok, Thailand.
Sir Ed, as he is called by his colleagues and students specializes in learning technologies, instructional design, and Information and Communications Technology (ICT) for development. Prior to being appointed as the chair for CATL, he served as chair of the Department of Educational Communication from 2008-2012 and 2005-2018. Before committing to ILC, he is the College Secretary of CDC.

THE COMMITTEE ON TEACHING AND LEARNING (CTL)
The Committee on Teaching and Learning (CTL) is created to serve as a standing committee of UPLB. to craft and operationalize the framework for developing competences of academic staff in their professional practice and improving capacities of non-academic staff in supporting educational delivery. It is composed of four sections namely Pedagogy and Technology, Assessment and Evaluation, Instructional Materials Production, and Knowledge Management.
THE SECTIONS
To further serve its mandate and supports its functions, CATL is divided into four sections with each programs and activities all leading towards the advancement of teaching and learning in the university.

PEDAGOGY AND TECHNOLOGY SECTION
- Conduct training programs and webinars on instructional design, courseware development, innovative learning tools and technologies, effective assessment, and pedagogical best practices
- Assist in course design and redesign
- Develop comprehensive mentoring programs for all faculty members, lecturers, and teaching assistants/fellows
ASSESSMENT AND EVALUATION SECTION
- Analyze and improve the student evaluation of teachers
- Develop institutionalized regular peer evaluation and mentoring processes
- Provide opportunities for collaborative research on instructional design and processes
INSTRUCTIONAL MATERIAL PRODUCTION SECTION
- Host and manage UPLB learning management systems and applications
- Produce and manage instructional materials
- Provide a conducive workspace to develop teaching and learning materials while facilitating instructional processes
KNOWLEDGE MANAGEMENT SECTION
- Manage the online repository of teaching and learning resources
- Host the helpdesk for teaching and learning support
- Oversee assurance of proprietary rights and appropriate use of instructional materials and resources developed by UPLB
